We also express our urgent concern that these events occur in a time of a rapidly progressing economic crisis in the world, and therefore only aggravate the economic situation in our country. Industrial production, exports, imports, remittances, foreign currency reserves of the National Bank has dropped by 20% -40% relative to the previous maximum level, and the construction and transport industry is paralyzed, monthly situation in the economy continues to deteriorate.

As business leaders, as citizens and patriots of Moldova, responsible for our teams and employees, we feel obliged to remind the authorities and civil society, on the long overdue need for urgent anti-crisis program and to inform about our proposals. This anti-crisis program should be urgently developed and implemented in order to stop the decline in production, massive layoffs of workers, deterioration of living standards, currency devaluation, budget deficit and other negative phenomena.

We call upon all citizens of Moldova, all parties and public organizations, government authorities to show restraint, wisdom, civilized behavior and strict adherence to democratic norms and rules of civil society, and most importantly - to work together, with vigorous efforts to overcome economic crisis in the country.

Our Suggestions are presented below:

1. Formation of a unified state anti-crisis policy through the establishment of an effective mechanism for decision-making, between the government and business: Creating a national anti-crisis committee.

2. Forcing a practical implementation of the plan to improve the competitiveness of the economy of RM, the creation of effective mechanisms to stimulate private investment and removing barriers to business development, as well as further optimization of the tax system, including taxation at a zero rate of VAT in the construction sector. Improve systems and practices of civilized tax administration and optimization of the controlling bodies.

3. Create and actively promote a real development plan (Planul National de Dezvoltare + / National Development Plan +) and Bank for Reconstruction and Development of Moldova, as the financial institution responsible for its implementation - together with governments and national anti-crisis committee. This creates an opportunity to increase public investment in infrastructure development in progress and new construction, as well as the purchase of housing and to exercise long-term state mortgage program without increasing the burden on the public budget and without any reduction in funding for social programs.

4. Changing role of the banking system in the economy of the RM and the introduction of more effective mechanisms of cooperation of the banking and non-banking business. Liberalization of the monetary policy of the NBM, financial and investment policy of the Government and NCFM, including reduced interest rates on loans and standards of compulsory redundancy.

5. Effective use of the mechanism of "controlled inflation" of 10-12% per year. Uploading a limited money supply in the economy through infrastructure projects envisaged in the PND +.

6. Formation of financial mechanisms to access business RM to international capital markets, increased funding from the World Bank, International Monetary Fund, European Bank for Reconstruction and Development, European Investment Bank, European Structural Funds and others, for the accelerated implementation of projects PND +.

7. Develop an effective employment policy by the Government of Moldova through the financial support of conservation and creation of jobs.
